The US Department of Labor allocates Unemployment Insurance administration funds to US states and territories based on preliminary fiscal year 2027 resource planning targets. Eligible applicants are state workforce agencies in the 50 states, District of Columbia, Puerto Rico, and Virgin Islands, with individual grants ranging from approximately 1.9 million to 457.7 million US dollars.

This UIPL is to provide states with information about preliminary Fiscal Year (FY) 2027 Unemployment Insurance (UI) State Administration base resource planning targets, with general guidelines for resource planning, and an explanation of how the U.S. Department of Labor (Department) allocates base resources among the states.
