The US Army Soldier Center invites universities, non-profit research institutes, foreign organisations and commercial firms to propose basic scientific research on soldier equipment, protection systems, modelling and simulation, human performance, energy efficiency and training technology. Proposals are accepted on a rolling basis through 27 February 2030.

The Soldier Center is seeking solutions in the following scientific and technical areas:
Combat Feeding & Equipment – Ration development, field feeding systems
Soldier Protection & Survivability – Headborne protection, modular armor, chemical/biological protection, nanotechnology
Modeling & Simulation – Soldier effectiveness, operational survivability
Human Performance & Biomechanics – Body-worn systems, hand-held devices, soldier-centric sensors
Expeditionary Maneuver Support – Energy efficiency, EMI/EMP protection, battlefield mobility
Aerial Delivery – Advanced airdrop systems for personnel and cargo
Simulation & Training Technology – Medical training, AI-based battlefield visualization, cyberspace warfare training
This Broad Agency Announcement (BAA) is intended to fulfill requirements for scientific study and experimentation directed toward advancing state-of-the-art technologies and/or increasing knowledge and understanding as a means of eliminating current technology barriers. The DEVCOM Soldier Center will consider concept papers and proposals based on this BAA from the following organizations and firms interested in conducting scientific research:• degree-granting colleges and universities,• nonprofit research institutes,• foreign organizations, and• commercial firms (including Large Businesses, Small Businesses, Small Disadvantaged Businesses, Women-Owned Small Businesses, Historically Underutilized Business Zone Small Businesses, Veteran-Owned Small Businesses, and Service-Disabled Veteran-Owned Small Businesses. Proposals from government facilities and organizations WILL NOT be considered under this program announcement.
