This program element does not have a proposal due date. Proposals may be submitted at any time, pending certain eligibility timing issues related to resubmissions and duplicate proposal avoidance, see the program element text and appropriate overview appendix (e.g., B.1 or C.1). The date shown of 8/1/2026 is the last day that proposals may be submitted subject to the ROSES-25 rules and the current GCAM. The ROSES-26 version of this program element is planned to overlap with this ROSES-25 version by a few weeks, allowing continuous submission of proposals across ROSES years.
NOTICE: Updated July 21, 2026. The Anticipated Award Start Date for last submissions in Table C.2-1 in Section 3.1 has been updated. The requirements for Biographical Sketches and Current and Pending Support in Section 3.5 have been updated, as have the Expected program budget for first year of new awards and Number of new awards pending adequate proposals of merit in Section 6. New text is in bold and deleted text is struck through.

Proposers must be affiliated with an institution at nspires.nasaprs.com/ and, in general, NASA provides funding only to U.S. institutions. Organizations outside the U.S. that propose on the basis of a policy of no-exchange-of-funds; consult the NASA Grant and Cooperative Agreement Manual (GCAM) (https://www.nasa.gov/grants-policy-and-compliance-team/#Regulations) for specific details. Some NRAs may be issued jointly with a non-U.S. organization, e.g., those concerning guest observing programs for jointly sponsored space science programs, that will contain additional special guidelines for non-U.S. participants. Also reference the GCAM for special instructions for proposals from non-U.S. organizations that involve U.S. personnel for whom NASA support is requested.
