Expected Outcome:

Project results are expected to contribute to all of the following expected outcomes:

A long-term collaboration on climate change research between the EU and the African Union is established through development and implementation of the Climate Action pillar of the EU-AU Research and Innovation Partnership on Climate Change and Sustainable Energy (CCSE),[1] in co-design between African and European partners;

Reduced fragmentation by aligning the EU, national and multilateral R&I efforts with increased leverage and impact of funding;

African scientific, policy and practice communities have knowledge and tools to better understand, withstand and adapt to the accelerating effects of climate change, fostering science-based implementation of the Paris Agreement, the Sendai Framework for Disaster Risk Reduction, the Nairobi Declaration on Climate Change, the international dimensions of the EU Adaptation and Preparedness Union Strategy, the Global Gateway and the Team Europe Initiative on Adaptation and Resilience in Africa[2];

African science is better accounted for and African scientists are better represented in international fora such as IPCC and UNFCCC.

A number of non-EU/non-Associated Countries that are not automatically eligible for funding have made specific provisions for making funding available for their participants in Horizon Europe projects. See the information in the Horizon Europe Programme Guide.

3. Other Eligible Conditions

If projects use satellite-based earth observation, positioning, navigation and/or related timing data and services, beneficiaries must make use of Copernicus and/or Galileo/EGNOS (other data and services may additionally be used).

Due to the scope of this topic, legal entities established in all African Union member states are exceptionally eligible for Union funding.

6. Legal and financial set-up of the grants

The funding rate is up to 50% of the eligible costs.

Beneficiaries may provide financial support to third parties (FSTP) in the form of grants.

Financial support provided by the participants to third parties is one of the primary activities of the action in order to be able to achieve its objectives. Given the type of action and its level of ambition, the maximum amount to be granted to each third party is EUR 500 000. This is justified by the research-intensive nature of the action because cascading grants linked to FSTP will support concrete R&I projects aimed at boosting climate preparedness in the African Union. However, if the objectives of the action would otherwise be impossible or overly difficult (and duly justified in the proposal) the maximum amount may be higher.
